Morrison-Talbott Library is supported through city taxes and all residents within the city limits are entitled to a borrower's library card at no charge. A resident borrower's card is valid for three years from the date issued and can be used at any member library of the Lewis & Clark Library System.

Please bring two forms of identification when applying for your library card. Acceptable forms of ID include: Current drivers license, current tax bill for property within city limits, rent receipt if it includes address of property within city limits, vehicle city sticker receipt, utility bill indicating address of property within city limits.

Non-residents (anyone living outside of the city limits of Waterloo) may purchase a borrower's card for $75 (effective September 1, 2006) a year or $37.50 for half a year. A non-resident card is valid for one year or 6 months from the date issued and all family members at the same address may be issued borrower's cards for no extra fee.
